The Disappearing Library.nu


Los Angeles, CA - Last week a website called "library.nu" disappeared. A coalition of international scholarly publishers accused the site of piracy and convinced a judge in Munich to shut it down. Library.nu (formerly Gigapedia) had offered, if the reports are to be believed, between 400,000 and a million digital books for free.

And not just any books - not romance novels or the latest best-sellers - but scholarly books: textbooks, secondary treatises, obscure monographs, biographical analyses, technical manuals, collections of cutting-edge research in engineering, mathematics, biology, social science and humanities.

The texts ranged from so-called "orphan works" (out-of-print, but still copyrighted) to recent issues; from poorly scanned to expertly ripped; from English to German to French to Spanish to Russian, with the occasional Japanese or Chinese text. It was a remarkable effort of collective connoisseurship. Even the pornography was scholarly: guidebooks and scholarly books about the pornography industry. For a criminal underground site to be mercifully free of pornography must alone count as a triumph of civilisation.

To the publishing industry, this event was a victory in the campaign to bring the unruly internet under some much-needed discipline. To many other people - namely the users of the site - it was met with anger, sadness and fatalism. But who were these sad criminals, these barbarians at the gates ready to bring our information economy to its knees?

They are students and scholars, from every corner of the planet.

Pirating to learn
The world, it should not come as a surprise, is filled with people who want desperately to learn. This is what our world should be filled with. This is what scholars work hard to create: a world of reading, learning, thinking and scholarship. The users of library.nu were would-be scholars: those in the outer atmosphere of learning who wanted to know, argue, dispute, experiment and write just as those in the universities do.

Maybe they were students once, but went on to find jobs and found families. We made them in some cases - we gave them a four-year taste of the life of the mind before sending them on their way with unsupportable loans. In other cases, they made themselves, by hook or by crook.

So what does the shutdown of library.nu mean? The publishers think it is a great success in the war on piracy; that it will lead to more revenue and more control over who buys what, if not who reads what. The pirates - the people who create and run such sites - think that shutting down library.nu will only lead to a thousand more sites, stronger and better than before.

But both are missing the point: the global demand for learning and scholarship is not being met by the contemporary publishing industry. It cannot be, not with the current business models and the prices. The users of library.nu - these barbarians at the gate of the publishing industry and the university - are legion.

They live all over the world, but especially in Latin and South America, in China, in Eastern Europe, in Africa and in India. It's hard to get accurate numbers, but any perusal of the tweets mentioning library.nu or the comments on blog posts about it reveal that the main users of the site are the global middle class. They are not the truly poor, they are not slum-denizens or rural poor - but nonetheless they do not have much money. They are the real 99 per cent (as compared to the Euro-American 1 per cent).

They may be scientists or scholars themselves: some work in schools, universities or corporations, others are doubly outside of the elite learned class - jobholders whose desire to learn is and will only ever be an avocation. They are a global market engaged in what we in the elite institutions of the world are otherwise telling them to do all the time: educate yourself; become scholars and thinkers; read and think for yourselves; bring civilisation, development and modernity to your people.

Sharing is caring
Library.nu was making that learning possible where publishers have not. It made a good show of being a "book review" site - it was called library.nu after all, and not "bookstore.nu". It was not cluttered with advertisements, nor did it "suggest" other books constantly. It gave straight answers to straightforward searches, and provided user reviews of the 400,000 or more books in the database.

It was only the fact that library.nu included a link to another site ("sharehosting" sites like ifile.it, megaupload.com, or mediafire.com) containing the complete version of a digital text that brought library.nu into the realm of what passes for crime these days.

But the legality of library.nu is also not the issue: trading in scanned, leaked or even properly purchased versions of digital books is thoroughly illegal. This is so much the case that it can't be long before reading a book - making an unauthorised copy in your brain - is also made illegal.

But library.nu shared books; it did not sell them. If it made any money, it was not from the texts themselves, but from advertising revenue. As with Napster in 1999, library.nu was facilitating discovery: the ability to search deeper and deeper into the musical or scholarly tastes fellow humans and to discover their connections that no recommendation algorithm will ever be able to make. In their effort to control this market, publishers alongside the movie and music industry have been effectively criminalising sharing, learning and creating - not stealing.

Users of library.nu did not have to upload texts to the site in order to use it, but they were rewarded if they did. There were formal rules (and informal ones, to be sure), concerning how one might "level up" in the library.nu community. The site developed as websites do, adding features here and there, and obviously expanding its infrastructure as necessary. The administrators of the site maintained absolute control over who could participate and who could not - no doubt in order to protect the site from skulking FBI agents and enthusiastic newbies alike.

Even a casual observer could have seen that the frequent changes to the site were the effects of the cat-and-mouse game underway as law authorities and publishers sought to understand and eventually seek legal action against this community. In the end, it was only by donating to the site that law authorities discovered the real people behind the site - pirates too have PayPal accounts.

Shutting down learning
The winter of 2012 has seen a series of assaults on file-sharing sites in the wake of the failed SOPA and PIPA legislation. Mega-upload.com (the brainchild of eccentric master pirate Kim Dotcom - he legally changed his name in 2005) was seized by the US Department of Justice; torrent site btjunkie.com voluntarily closed down for fear of litigation.

In the last few days before they closed for good, library.nu winked in and out of existence, finally (and ironically), displayed a page saying "this domain has been revoked by .nu domain" (the island nation of Niue). It prominently displays a link to a book (on Amazon!) called Blue Latitudes, about the voyage of Captain Cook. A story about that other kind of pirate branches off here.

So what does the shutdown of library.nu mean? One thing it means is that these barbarians - these pirates who are also scholars - are angry. We scholars have long been singing the praises of education, learning, mutual aid and the virtues of getting a good degree. We scholars have been telling the world of desperate learners to do just what they are doing, if not in so many terms.

So there are a lot of angry young middle-class learners in the world this month. Some are existentially angry about the injustice of this system, some are pragmatically angry they must now spend $100 - if they even have that much - on a textbook instead of on themselves or their friends.

All of them are angry that what looked to everyone like the new horizon of learning - and the promise of the vaunted new digital economy - has just disappeared behind the dark eclipse of a Munich judge's cease and desist order.

Writers and scholars in Europe and the US are complicit in the shutdown. The publishing companies are protecting themselves and their profits, but they do so with the assent, if not the active support, of those who still depend on them. They are protecting us - we scholars - or so they say. These barbarians - these desperate learners - are stealing our property and should be made to pay for it.

Profiteering
In reality, however, the scholarly publishing industry has entered a phase like the one the pharmaceutical industry entered in the 1990s, when life-saving AIDS medicines were deliberately restricted to protect the interests of pharmaceutical companies' patents and profits.

The comparison is perhaps inflammatory; after all, scholarly monographs are life-saving in only the most distant and abstract sense, but the situation is - legally speaking - nearly identical. Library.nu is not unlike those clever - and also illegal - local corporations in India and Africa who created generic versions of AIDS medicines.

Why doesn't the publishing industry want these consumers? For one thing, the US and European book-buying libraries have been willing pay the prices necessary to keep the industry happy - and not just happy, in many cases obscenely profitable.

Rather than provide our work at cheap enough prices that anyone in the world might purchase, they have taken the opposite route - making the prices higher and higher until only very rich institutions can afford them. Scholarly publishers have made the trade-off between offering a very low price to a very large market or a very high price to a very small market.

But here is the rub: books and their scholars are the losers in this trade-off - especially cutting edge research from the best institutions in the world. The publishing industry we have today cannot - or will not - deliver our books to this enormous global market of people who desperately want to read them.

Instead, they print a handful of copies - less than 100, often - and sell them to libraries for hundreds of dollars each. When they do offer digital versions, they are so wrapped up in restrictions and encumbrances and licencing terms as to make using them supremely frustrating.

To make matters worse, our university libraries can no longer afford to buy these books and journals; and our few bookstores are no longer willing to carry them. So the result is that most of our best scholarship is being shot into some publisher's black hole where it will never escape. That is, until library.nu and its successors make it available.

What these sites represent most clearly is a viable route towards education and learning for vast numbers of people around the world. The question it raises is: on which side of this battle do European and American scholars want to be?

Rusia Gelar Pemilu Presiden

MOSKOW– Rusia kemarin menggelar pemilu presiden yang diperkirakan akan menempatkan kembali Vladimir Putin ke Kremlin. Polisi Moskow mengerahkan ribuan aparat tambahan di ibu kota untuk mengamankan pemilu. Oposisi mengancam menggelar unjuk rasa yang akan diikuti puluhan ribu orang hari ini.

Para pemilih, mulai dari Vladivostok di Pasifik hingga Kaliningrad di Baltik memberikan suara mereka dalam pemilu yang digelar selama 21 jam. Dalam pemilu kemarin, kemenangan Putin, 59, tampaknya sulit disangkal. Yang ditunggu saat ini bukan hasil akhir pemilu tersebut karena Putin dipastikan menang dengan mudah pada putaran pertama menghadapi empat kandidat lain.

Namun yang dikhawatirkan ialah jika pemilu kali ini memicu gelombang unjuk rasa besar-besaran yang dapat mengguncang Rusia. “Saya memilih Rusia baru. Semuanya baru dimulai,”tutur Mikhail Prokhorov,pesaing Putin saat memberikan suaranya di wilayah Krasnoyarsk, Siberia, kepada AFP. Prokhorov merupakan pengusaha logam yang menjadi politikus. Komisi pemilu menyatakan partisipasi pemilih saat ini lebih besar daripada sebelumnya.

“ Saat tempat pemungutan suara baru saja dibuka di Rusia, partisipasi pemilih telah melampaui 12%.Tingkat partisipasi di Timur Jauh juga lebih tinggi daripada pemilu parlemen Desember silam,”ungkap komisi pemilu Rusia. Sejumlah pemilih menganggap Putin sebagai pria penyelamat Rusia dari kemerosotan menuju anarki dan kemiskinan setelah kekacauan 1990-an di era Boris Yeltsin.

“Saya tahu Putin dari aksi-aksi praktis, tidak kata-kata,” ujar pensiunan Zinaida Bykova kepada AFPdi Vladivostok. Namun beberapa pihak menganggap Putin tidak banyak melakukan perubahan. “Kita hidup di bawah Putin bertahun- tahun dan tidak ada perubahan dalam negara,” kata Yulia, 45, yang memberikan suara untuk Prokhorov di Moskow. Di tengah sengitnya persaingan, kelompok pemuda pro-Putin, Nashi, menggelar unjuk rasa di luar dinding Kremlin pada Minggu malam (4/3).

Diperkirakan,ada 20.000 orang yang berkumpul di sana. Unjuk rasa tersebut diikuti dengan demonstrasi oposisi pada Senin malam (5/3) yang diikuti sedikitnya 30.000 orang di Lapangan Pushkin. Unjuk rasa itu tidak diperbolehkan otoritas tapi polisi memperingatkan bahwa pengunjuk rasa melanggar aturan.

“Kami akan merespons berbagai provokasi itu dengan kekuatan penuh yang diizinkan oleh hukum,” kata Kepala Kepolisian Moskow Vladimir Kolokoltsev yang mengerahkan 6.300 aparat tambahan dari penjuru Rusia menuju Moskow. Putin pernah menjabat presiden dua periode, pada 2000 hingga 2008,kemudian menyerahkan Kremlin pada Dmitry Medvedev dan dia menjadi Perdana Menteri (PM).

Berdasarkan perubahan konstitusi, mandat presiden selanjutnya selama enam tahun. Beberapa pengamat mendesak Putin untuk melakukan perubahan sosial. “Ada kemungkinan berbagai hal memburuk selama enam tahun ke depan di Rusia,” tutur pernyataan pengamat dari London Chatham House. Stabilitas ekonomi di Rusia telah menciptakan pertumbuhan kelas menengah sangat banyak.

Di sisi lain, ledakan pengguna internet di negara itu membuka akses yang lebar bagi publik mengkritik kalangan elite. Meski ada prediksi yang mengkhawatirkan bagi masa depan Putin, jajak pendapat menunjukkan bahwa Putin akan menang pemilu putaran pertama dengan 60% suara, jauh meninggalkan pesaingnya dari Partai Komunis, Gennady Zyuganov, yang hanya mendapat 15% suara.

Prokhorov dan Vladimir Zhirinovsky akan bersaing memperebutkan posisi ketiga. Sementara, mantan ketua majelis tinggi Sergei Mironov berada di urutan terakhir. Otoritas memasang 182.000 kamera di 90.000 tempat pemungutan suara. Ratusan ribu kamera itu bisa diakses langsung melalui jaringan internet selama proses pemilu. Ini merupakan upaya pertama kali untuk menunjukkan transparansi dan mencegah tuduhan kecurangan pemilu. syarifudin 

Palang Merah Dihalangi Masuk Homs

BEIRUT – Palang Merah kemarin masih berupaya mengirimkan bantuan ke sejumlah wilayah di Kota Homs.Namun, tentara Suriah masih menghentikannya meskipun Palang Merah telah mendapat izin pemerintah.

Negosiasi alot masih terjadi antara tentara rezim dan palang merah.“Kami telah mendapat lampu hijau,kami harap bisa masuk, kami harap hari ini,” papar juru bicara Komite Internasional palang Merah (ICRC) Saleh Dabbakeh. Saleh menolak menjelaskan tentang pembicaraan sensitif yang dia lakukan dengan pejabat Suriah.

“Kami sangat khawatir dengan penduduk di Baba Amr,”ujarnya,menyebut salah satu daerah di Homs. Setelah satu bulan pertempuran antara pemberontak dan pasukan Presiden Suriah Bashar al-Assad,kekhawatiran meningkat atas krisis kelaparan, suhu beku, dan warga sipil yang terluka di Homs.

Aktivis oposisi menyatakan, pekerja bantuan dilarang masuk ke kota itu agar mereka tidak melihat pembantaian yang terjadi. Sekretaris Jenderal Perserikatan Bangsa-Bangsa (PBB) Ban Ki-moon pekan lalu menyatakan, dia telah menerima laporan tentang tentara Suriah yang mengeksekusi dan menyiksa orang-orang di Homs setelah pemberontak mundur dari kota tersebut.

Di selatan Kota Homs,Kota Qusair, yang mendapat gempuran bom dari pasukan pemerintah memaksa penduduknya melarikan diri menuju negara tetangga, Lebanon. “Warga mengatakan, mereka sedang berada di rumah dan tiba-tiba serangan terjadi dan mereka melarikan diri.Mereka menyatakan itu adalah serangan tank dan senapan mesin,” ujar wartawan Reuters, Afif Diab, yang menjadi saksi mata di lapangan kemarin. Menurut Afif, sebagian besar wanita melarikan diri bersama anak mereka.

Bunyi ledakan terdengar dari perbatasan Lebanon yang berjarak 12 kilometer dari Qusair. Oposisi juga melaporkan terjadi penyerangan di Kota Rastan, utara Homs, tempat persembunyian pemberontak. “Penduduk mengatakan bahwa penyerangan terjadi pagi ini, beberapa saat setelah helikopter dan pesawat terbang di atas kota,”kata Rami Abdelrahman, ketua Pengawas Suriah untuk Hak Asasi Manusia (SOHR) yang berbasis di Inggris.

Pemerintah Suriah menegaskan bahwa pemberontak menewaskan ratusan tentara dan polisi di penjuru negeri. Namun PBB menyatakan, pasukan keamanan Suriah menewaskan lebih dari 7.500 warga sipil sejak revolusi melawan rezim Assad dimulai pada Maret tahun lalu. Di Lebanon ratusan tentara dan truk-truk serta jip militer memblokade jalan menuju pusat Beirut untuk mencegah unjuk rasa menentang dan mendukung Assad.

Lebanon terdiri atas berbagai kelompok Syiah, Suni, dan Kristen, serta lokasi militan Syiah yang berpengaruh, Hizbullah, yang didukung Syiah Iran. Negaranegara Arab Suni,seperti Qatar dan Arab Saudi,menjadi pihak yang paling keras mendesak Assad mundur. Kedua negara juga menawarkan diri mempersenjatai musuh-musuh Assad.

Menunggu Gebrakan Baru Putin


Pemilu presiden Rusia pada Minggu (4/2) jelas bukan untuk mencari figur selain Vladimir Putin. Hal ini dapat dilihat dari jajak pendapat terbaru yang menunjukkan Putin meraih 60% suara dalam pemilu hari ini. Pesaing utamanya, pemimpin Partai Komunis Gennady Zyuganov hanya meraih 15% suara.

Putin jelas masih di atas angin. Itulah yang membuatnya tetap percaya diri untuk kembali memegang jabatan presiden Rusia. Dia memang menyatakan belum memutuskan apakah dia ingin tetap berkuasa hingga setelah 2018, saat mandat kepresidenannya akan berakhir. Tapi keinginan itu tentu bukan sesuatu yang mustahil bagi tokoh yang tetap mendominasi politik Rusia tersebut.

Dalam pertemuan dengan para pemimpin surat kabar terkemuka di Rusia, pekan ini, Putin mengatakan bahwa unjuk rasa membuatnya bahagia dan tawaran para pemimpin oposisi tidak ada yang kongkrit.

“Saya sangat bahagia tentang situasi ini, karena itu berarti otoritas bereaksi aktif atas apa yang terjadi di negeri ini, pada sentimen rakyat, dan untuk memenuhi berbagai harapan,” tutur Putin pada Kamis malam (1/3) dalam jamuan bersama para pemimpin media massa, dikutip AFP.

Dalam tiga bulan terakhir, puluhan ribu orang berunjuk rasa di Moskow dan beberapa kota lainnya. Bahkan banyak yang berencana menggelar unjuk rasa pada Senin (5/3), sehari setelah pemilu. Menanggapi hal itu, Putin bersikap sangat tenang, seakan gerakan oposisi benar-benar tidak mengusik posisi dan pengaruhnya saat ini.

“Saya pikir ini pengalaman sangat bagus bagi Rusia,” kata Putin yang yakin unjuk rasa lebih banyak diarahkan untuk menentang partai Rusia Bersatu yang berkuasa, bukan serangan pribadi terhadapnya. “Anda katakan populasi kota melawan. Mereka tidak melawan. Ada sedikit pendukung saya (di sana), itu benar. Tapi secara keseluruhan, pendukung saya mayoritas, bahkan di kota-kota besar.”

Untuk menunjukkan superioritasnya atas empat kandidat presiden lainnya, Putin tidak melakukan debat politik dengan mereka. Dia hanya mengirimkan perwakilan kampanyenya untuk talk show, sementara dia menunjukkan diri secang sibuk melakukan perjalanan keliling Rusia.

Sejak awal, Putin menegaskan di berbagai artikel yang ditulisnya tentang kebijakan domestik dan luar negeri, bahwa lawan-lawannya kurang memiliki visi dan hanya mengumbar slogan-slogan kosong. Dia menyatakan bahwa rakyat memihak oposisi itu tidak menarik. Debat-debat juga, menurut Putin, tidak penting. Yang lebih penting ialah hasil dari kerja sebelumnya.

Saat ditanya apakah normal berkuasa untuk waktu selama itu, Putin menjawab, “Ini normal jika semua bekerja, jika rakyat menyukainya.”

Tahun ini, Putin genap berusia 60 tahun dan sesuai undang-undang masih dapat menjabat presiden untuk dua periode lagi. Itu artinya pemerintahannya hingga 2024, saat dia berusia 72 tahun.

Saat ini mandat kepresidenan selama enam tahun, karena perubahan konstitusi yang memperpanjang periode dari empat tahun, masa pemerintahan Presiden Rusia Dmitry Medvedev saat ini.

Putin mengatakan dia tidak tahu apakah ingin berkuasa lebih dari 20 tahun. “Saya belum memutuskan ini untuk diri saya,” kata Putin yang telah berkuasa selama 12 tahun sebagai presiden dan PM Rusia.

Jika Putin berhasil menjadi presiden lagi, dia berjanji untuk menunjuk Medvedev sebagai PM. Posisi itu menurutnya akan membuat Medvedev dapat mengimplementasikan reformasi yang dia canangkan.

Beberapa pengamat mengatakan, pemilihan Medvedev sebagai PM dapat membantu Putin menghindari gelombang ketidakpuasan yang tampaknya bisa muncul sebagai dampak reformasi sosial dan ekonomi.

Putin tetap yakin, gerakan oposisi saat ini mendapat dukungan Amerika Serikat sehingga Rusia lemah. Hal ini ditekankan Putin berulang kali, sambil mengkritik rencana pembangunan tameng rudal NATO pimpinan AS di penjuru Eropa. Putin memperingatkan, rencana tameng rudal itu akan menargetkan kekuatan nuklir Rusia dan merusak stabilitas global. Apalagi Putin mengatakan bahwa Washington menolak memberikan jaminan tertulis pada Moskow bahwa sistem tameng rudal itu tidak akan bertujuan melawan kekhawatiran Rusia.

Memang, kebijakan Presiden AS Barack Obama untuk menekan tombol “reset” dalam hubungan dengan Rusia telah membantu mencapai kesepakatan pengurangan senjata nuklir, New Start, dan sukses menegosiasikan akses rusia di Organisasi Perdagangan Dunia (WTO). Namun kesepakatan itu tidak secara praktis terkait dengan masalah tameng rudal tersebut.

Penguatan Ekonomi
Kembalinya Putin ke kursi kepresidenan Rusia memiliki konsekuensi bagi banyak hal. Putin menjadikan isu ekonomi sebagai jaminan untuk dukungan pemilih. Saat masalah utang menjatuhkan pemerintahan Portugal, Yunani, dan Romania, Putin menekankan bahwa dia akan menggunakan pendapatan minyak Rusia untuk meningkatkan pengeluaran, termasuk dalam program sosial dan militer.

Janji Putin ini ternyata mampu meningkatkan popularitasnya dan membuat indeks saham Micex, Rusia, naik 19% sejak 12 Desember silam. Sebelumnya, unjuk rasa anti-Putin mengakibatkan bursa saham di level terendah dalam dua bulan terakhir.

Kepala poling VTsIOM, Valery Fedorov, memaparkan bahwa pengangguran dan inflasi sekarang pada level yang luar biasa, terbaik sepanjang waktu. “Ini menciptakan alasan kuat bagi terpilihnya kembali Putin,” ungkapnya.

Putin mengungkapkan bahwa ekonomi masih tumbuh saat krisis utang Uni Eropa mengancam perekonomian global. Gross domestic product (GDP) per kapita Rusia naik menjadi USD12.000 pada 2011 dari USD2.400 pada 2000, setelah Putin untuk pertama kali menjabat presiden. “Adapun konsumsi tahunan rata-rata per orang naik menjadi USD7.400 pada 2011, dari USD2.000 pada delapan tahun sebelumnya,” papar Citigroup Inc.

Kondisi ekonomi semacam ini jelas membuat Putin semakin di atas angin. Menurutnya, alasan mendasar di balik krisis ekonomi Eropa tidak terjadi di Rusia dan para pembuat kebijakan bertindak lebih tegas dalam mengatasi krisis utang. “Sulit untuk melewati jurang dengan dua lompatan sekaligus. Anda harus lompat sekali dan Anda mungkin berhasil. Beberapa keputusan memang terlambat,” ungkap Putin.

Salah satu kunci keberhasilan Putin ialah Rusia berhasil mengatasi masalah property dan pemukiman kumuh dalam industri konstruksi dengan menghubungkan semua sumber daya ke proyek-proyek infrastruktur dan perumahan untuk militer.

Kementerian Perekonomian Rusia memperkirakan, ekonomi Negeri Beruang Merah tumbuh 1,5% pada kuartal keempat dari tiga bulan sebelumnya, dan meningkat 4,9% pada basis tahunan. Dibandingkan dengan GDP di 17 negara Uni Eropa yang pada kuartal keempat turun 0,3% dari tiga bulan sebelumnya.

Dengan prestasi ekonomi semacam itu, Putin berhasil menciptakan stabilitas di negaranya dan mempertahankan suara pemilih setelah diguncang unjuk rasa terbesar di Moskow sejak robohnya Uni Soviet 20 tahun silam. Dalam setiap kampanyenya, Putin berjanji meningkatkan pengeluaran pemerintah hingga USD164 miliar atau 5% GDP, pada 2018.

Kebangkitan Militer
Di tengah hiruk pikuk kembalinya Putin ke kursi kepresidenan, salah satu hal utama yang dikhawatirkan Barat ialah kebangkitan militer Rusia. Putin dua pekan sebelum pemilu menjanjikan anggaran USD772 miliar untuk persenjataan dalam satu dekade mendatang.

Putin menegaskan bahwa Rusia perlu meluncurkan pembangunan militer besar-besran untuk mempersiapkan diri menghadapi dunia yang berbahaya saat hukum internasional hancur. Kondisi ini dapat dilihat dari berbagai intervensi Barat ke negara-negara berdaulat di Timur Tengah. Putin memperingatkan bahwa musuh-musuh dapat menginvasi Rusia untuk menguasai submer daya alam yang sangat kaya.

Dalam salah satu artikelnya, Putin menjelaskan bahwa saat dia menjabat presiden lagi, dia akan menjalankan program persenjataan terbesar di Rusia sejak robohnya Uni Soviet. Sebanyak USD772 miliar akan digelontorkan untuk 400 rudal balistik antarbenua baru, 2.300 tank generasi terbaru, 600 pesawat tempur modern, termasuk sedikitnya 100 pesawat antariksa bertujuan militer, delapan kapal selam balistik nuklir, 50 kapal perang, serta satu persediaan artileri baru, sistem pertahanan udara, dan sekitar 17.000 kendaraan miltier baru.

“Proses transformasi global yang sekarang sedang terjadi, mungkin mengakibatkan sejumlah resiko yang sebagian besar tidak dapat diprediksi. Dalam situasi ekonomi global dan kondisi sulit lainnya, sangat mungkin bagi beberapa pihak menyelesaikan masalah mereka melalui tekanan dan kekerasan. Ini tidak mengherankan karean kita telah mendengar beberapa suara yag mengatakan, sangat alami bahwa sumber daya sangat penting di atas kedaulatan nasional. Kita harus melihat semua kemungkinan, meskipun masih hipotesis, terkait Rusia. Ini berarti kita tidak membuat pihak lain tergiur dengan kelemahan kita,” tulis Putin dalam artikel tersebut, dikutip Christian Science Monitor.        

Angkatan bersenjata Rusia telah mengalami transformasi dramatis selama lima tahun terakhir, dengan langkah restrukturisasi. Salah satunya, menghapus angkatan darat mobilisasi skala besar, menjadi ratusan divisi “hantu” yang dapat dikerahkan secara efektif di saat perang.    

Puluhan ribu pejabat tinggi militer juga dipensiunkan, dan perpanjangan masa jabatan tentara pria dikurangi tiga tahun menjadi satu tahun. Selain itu, sekitar 100 brigade tempur mobile saat ini menggantikan ratusan divisi senjata era Perang Dunia II, sebagai inti angkatan bersenjata Rusia.

Semua kebijakan baru di bidang militer yang dilakukan Putin itu jelas membuat Barat semakin khawatir dengan kekuatan Rusia di masa depan. Dan kemenangan Putin dalam pemilu kali ini akan memastikan ketakutan Barat tersebut. (syarifudin)
